Here is the basic checklist from form TR-54

Lights

• Headlights, one on each side, high and low beams.
• Turn signals, front and rear.
• Tail lights
• License plate light
• Brake lights

Interior Items

• Horn
• Bright light indicator
• Windshield wiper
• Windshield washer
• Brakes
• Parking brake
• Safety belts

Windshield and Mirrors

• Safety glass
• Outside adjustable rear view mirror on drivers side

Exterior

• Bumpers
• Tires with 2/32 inch tread, no exposed cord or tread separation.
• Exhaust in good working order (not applicable to electric carts)
• Differential gear
